Mr. Dean T. Kashiwagi is a worldwide expert in optimising the delivery of construction and other services using performance information. His structures/processes simultaneously minimises project/risk management functions up to 90%, increase vendor profit as much as 100%, increases performance to 98%, and decreases costs. He is the creator of the best value Performance Information Procurement System (PIPS) and Performance Information Risk Management System (PIRMS). His research has expanded to Finland, the Netherlands, Africa and Malaysia. The Dutch Infrastructure Agency is currently running the largest construction test ever attempted. They are delivering a $1 billion infrastructure project made up of sixteen different highway projects.
Mr. Peter Lundhus worked internationally as a civil engineering contractor for 21 years (1967-1988). Since then he has worked respectively for Great Belt Fixed Link, the Øresund Fixed Link and now the Fehmarn Link for road and rail. The latter shares its roots with the Øresund crossing between Denmark and Sweden which opened for traffic in 2000. The design work on the 20-km-long Fehmarnbelt Crossing between Denmark and Germany is now seriously underway. The progress in designing, planning and costing of the project in the initial approval phase will be described. The difficulties in achieving a constructive “early contractor involvement” will be outlined, pointing out the need for a different approach in the future.

Ms. Daphne Broerse has a combined administrative law and civil law background, she advises private parties as well as governmental authorities on a wide range of issues in the projects sector, such as public procurement rules, planning and environmental regulations and property related issues. She has advised and negotiated several major PFI-projects in the Netherlands and is a specialist on the competitive dialogue procedure. She is involved in projects, not merely as an external advisor, but as a constant sparring partner for public and private parties on strategic choices.

Mr. Stephen Bradford provided leadership for the strategic management of Australia’s largest container and general cargo port. Having steered the new organisation through its formative years of operation, he recently oversaw the successful completion of the Channel Deepening Project. With an extensive background in the wider logistics industry, he previously served as Managing Director Transport of Serco Australia Pty Limited (subsidiary of the UK-based Serco Group plc) from February 2001. He was also the Chief Executive Officer of Great Southern Railway, operator of iconic passenger rail services including The Ghan, Indian Pacific and The Overland, from November 1998 and
continued this role in his capacity as Managing Director Transport of Serco.
Mr. Cees Brandsen has either in a capacity as a project manager or director been involved in major national and international infrastructural projects. Since 2008 he has led the Dutch government’s approach to Road Infrastructure Priority Investment Programme: Early contractor involvement has been applied for a significant Dutch investment programme on Road Infrastructure, which resulted in shorter execution programmes for the contracted projects and improved quality through the development of an appropriate contract model and pre-tender discussions with stakeholders.
Mr. Richard Nunn is a chartered civil engineer with 33 years experience in the water industry. He has worked for both public and private sectors and specialises in coastal and river engineering projects throughout England and Wales. More recently he was responsible for the Environment Agency’s commercial and programme management of supplier frameworks across a £250 million portfolio of flood risk and waterways asset management programmes. In 2010, he took up a role in flood risk asset management that chairs the investment decision-making process for all schemes and strategies promoted by both the Agency and Coastal Authorities and supported by Defra as the UK government sponsor funding department.
Mr. Menno Steenman holds a degree in both Private and Public law from the University of Groningen and has continuously worked in the (international) construction industry since 1990. The Maasvlakte 2 project is the first major expansion of the port since the 1970’s. The contract model is DC&M, the contract value is slightly under € 1.1 billion. In the past he has worked for both Ballast Nedam N.V. and Royal Boskalis Westminster N.V. In 2002 he started his own company in Tender - and Contract Management and has since been involved on behalf of the government in the high speed line Amsterdam Breda, and on behalf of the Port of Rotterdam N.V. the tender and construction of the Maasvlakte 2.

Mr. Marc Gramberger, is an international expert for cooperation, and his team will introduce participants to the set of attitudes, skills and basic knowledge for making cooperation a success - beyond the mediocracy of a mere compromise. He is managing director of Prospex, a consultancy specialised in cooperation for excellence and author of the official OECD handbook “Citizens As Partners”.
